Under Intervention Workforce Solutions, Stacey led the design and launch of a broad service offering spanning outsourced operations, recruitment, business administration, and payroll delivery, with a particular focus on the SME and consulting sectors. She designed scalable and compliant operating models, implemented financial and HR infrastructure, and supported companies in preparing for both regulatory requirements and growth inflection points.
This included:
Building the foundational operating model and client delivery structure for a consulting firm focused on investment operations and platform transformation (Elgin White).
Acting as the interim Operations and Capability Director, delivering the firm’s Strategic Operating Model & Capability Design engagement.
Driving operational setup and long-term workforce planning, helping the firm build out vertical leadership and cross-functional consultancy capabilities.
Providing core back-office design (HR/payroll, contract compliance, business travel, and client onboarding systems), embedding best practice SOPs and delivery governance.
RISK AND PROCUREMENT OVERHAUL
Operational Precision For Scalable Growth
In response to rapid scaling and increasing regulatory scrutiny, a global technology consultancy required a more robust and efficient operational model to handle third-party risk management and procurement. Intervention WS was engaged to lead a targeted transformation initiative, focused on the design and deployment of automated workflows that would ensure both compliance and delivery speed.
Key challenges included:
- Inconsistent third-party onboarding processes
- Manual, error-prone RFP generation
- Limited visibility across partner due diligence and approval status
- Gaps in supplier documentation and performance tracking
Programme:
- Designing and implementing an automated third-party risk workflow, ensuring real-time visibility of onboarding status, documentation, and compliance checks.
- Developing a modular RFP/RFI response engine, enabling sales, operations, and legal to generate bespoke responses within hours instead of days.
- Embedding governance gates and audit trails to meet GDPR, ISO27001, and internal IT security standards.
- Mapping a full partner lifecycle management process, from prospect evaluation to post-contract performance monitoring.
This programme laid the groundwork for the firm’s ability to support consulting and tech delivery partnerships across multiple regions, dramatically improving readiness for new engagements and increasing bid responsiveness.
GLOBAL OPERATING MODEL TRANSFORMATION
Restructuring Delivery Across Borders
Engaged by a global financial institution amid a wave of post-Brexit regulatory and market-driven shifts, Stacey Winter was appointed to lead a complex, enterprise-wide transformation programme focused on delivery optimisation, governance re-architecture, and cross-border alignment.
Operating in a highly regulated and multi-jurisdictional environment, the business faced significant challenges:
- Fragmented delivery structures across 5+ global hubs
- Inconsistent project governance and budget tracking
- Misaligned regional priorities and regulatory execution
- Disconnected communication between COO and change functions
Stacey was tasked with realigning the global delivery operating model to improve coordination, delivery consistency, and transparency. She implemented a holistic design approach that balanced top-down governance with agile, regionally adapted execution models.
Key achievements included:
- Designing and rolling out a target operating model (TOM) for the entire delivery organisation — impacting ~800 employees across Europe, Asia, and North America
- Establishing a portfolio governance and delivery assurance framework, integrating financial, risk, and delivery metrics into a central PMO-controlled dashboard
- Embedding Agile disciplines and change acceleration methods, increasing pace of programme mobilisation and stakeholder clarity
- Facilitating executive working groups and steering committees to secure alignment across business units, COO office, and transformation leadership
Stacey also directly influenced resource strategy, implementation roadmaps, and the change management strategy to support rollout and embedment.
